“บิ๊กเล็ก” แจง ดูแลทหารกัมพูชาอย่างดี ได้แปรงฟัน มีข้าวกิน ลั่น มีมนุษยธรรม ไม่ลดตัวทำเหมือนเขมร โต้ “ฮุน มาเนต” ระบุ มีบันทึกสอบปากคำ ไม่ได้โดนลักพาตัว ไม่หวั่นเสียเหลี่ยมสงครามข่าว บอก ช้าแต่ได้ผลแน่ ยัน คุมปราสาทตาควายได้ วอน สื่อโชว์ศักยภาพโต้ข่าวเขมร

วันที่ 31 ก.ค. ที่ทำเนียบรัฐบาล พล.อ.ณัฐพล นาคพาณิชย์ รมช.กลาโหม ในฐานะผู้อำนวยการศูนย์เฉพาะกิจบริหารสถานการณ์บริเวณชายแดนไทย-กัมพูชา (ศบ.ทก.) ให้สัมภาษณ์ก่อนการประชุม ศบ.ทก. ถึงกรณี ฮุน มาเนต นายกรัฐมนตรีกัมพูชา ประสานขอตัวทหารกัมพูชาที่อยู่ในการดูแลของไทย ว่า เราดูแลอย่างดี ให้อาบน้ำ แปรงฟัน หาอาหารให้กิน ในส่วนที่ได้รับบาดเจ็บเราก็ให้การรักษา ข้อเท็จจริงเราเตรียมส่งตัวกลับ แต่พอทางกัมพูชาออกมาบอกว่าเราลักพาตัว จึงต้องป้องกันตัวเองโดยสอบถามทหารเหล่านั้นและบันทึกปากคำเอาไว้ว่า การถูกควบคุมตัวไม่ได้เกิดจากการลักพาตัว แต่เป็นการควบคุมตัว ซึ่งวิธีการบิดเบือนข่าวเราต้องเอาข้อเท็จจริงตอบโต้ อาจจะช้าไม่ทันใจ แต่มีผลที่ดีกว่า อย่างไรก็ตาม ปัจจุบันยังมีทหารกัมพูชาจากนอกพื้นที่เข้ามา เมื่อเกิดการปะทะส่วนหนึ่งจึงหลงอยู่ในพื้นที่ของฝ่ายไทย เราจะแจ้งให้ทหารเหล่านี้ออกมา เพื่อควบคุมตัวและส่งกลับตามหลักมนุษยธรรม 

“ตรงนี้ต้องขออภัยเพราะอาจจะไม่ค่อยถูกใจนัก ทั้งที่เขาทำกับเราขนาดนี้ แต่เรายังมีมนุษยธรรม แม้เขาจะผิดหลักกฎหมายนานาชาติก็ต้องให้เป็นเรื่องกระบวนการยุติธรรมของโลก แต่ถ้าเราไปทำเหมือนเขาแสดงว่าเราก็พอกัน จึงต้องขออภัยประชาชนและสื่อมวลชน”พล.อ.ณัฐพล ระบุ

ผู้สื่อข่าวถามว่า การที่เมื่อคืนที่ผ่านมาไม่มีการปะทะ ถือว่าเป็นสัญญาณที่ดีหรือไม่ พล.อ.ณัฐพล กล่าวว่า ถือเป็นสัญญาณที่ดีขึ้น แต่การที่เขาพาทูตทหารเข้าพื้นที่หากยังมีการยิงกันอีกประชาคมโลกคงรับไม่ได้ เมื่อถามย้ำว่า เราไว้ใจเขาได้มากแค่ไหน พล.อ.ณัฐพล กล่าวว่า ไว้ใจได้ประมาณหนึ่งแต่ก็ไม่ประมาท คืนที่ผ่านมาได้เน้นย้ำกองกำลังที่อยู่ตามชายแดนให้ไม่ประมาทจนกว่าสถานการณ์จะชัดเจนแน่นอน  

เมื่อถามถึงกรณีกัมพูชาพาทูตทหารลงพื้นที่บริเวณช่องอานม้า ประเมินอย่างไร และมีแผนจะพาทูตทหารลงพื้นที่บ้างหรือไม่ พล.อ.ณัฐพล กล่าวว่า ได้มอบหมายให้กองทัพบกเร่งดำเนินการ แต่ผู้ช่วยทูตทหารบางประเทศยังไม่พร้อม เราอยากให้ไปพร้อมๆ กัน ประกอบกับเราต้องมั่นใจว่า กัมพูชาเขาหยุดยิงจริงๆ การที่เขาพาผู้ช่วยทูตทหารลงพื้นที่เขาคงไม่กล้าที่จะยิงแล้วเราถึงได้คิดที่จะพาผู้ช่วยทูตทหารเข้าไป เพราะการที่จะพาไปทุกคนต้องปลอดภัย เรารับประกันได้ว่าไม่ละเมิดการหยุดยิง แต่ไม่มั่นใจว่าเขาจะละเมิดหรือไม่ หากเราพาเข้าไปแล้วเกิดการยิงขึ้นมา เราต้องรับผิดชอบต่อเหตุการณ์ที่เกิดขึ้นด้วย โดยเรามีแผนจะนำทูตทหารลงพื้นที่ในวันที่ 1 ส.ค. เบื้องต้นมีมากกว่า 15 ประเทศ

เมื่อถามว่า การที่กัมพูชาพาทูตทหารลงพื้นที่ก่อนเรา ทำให้เราเสียเปรียบในเรื่องการสื่อสารต่อประชาคมโลกหรือไม่ พล.อ.ณัฐพล กล่าวว่า ตนมั่นใจว่าไม่เสียเปรียบ ข้อเท็จจริงมีอยู่ และแม้ว่าเรายังไม่พาทูตทหารลงพื้นที่ แต่เราได้แถลงข่าวการละเมิดการหยุดยิงของกัมพูชา ส่งข้อมูลให้ทูตทหารประเทศต่างๆ ที่อยู่ในประเทศไทย ซึ่งแม้ทูตทหารบางประเทศในกัมพูชาได้ลงพื้นที่ไป แต่ก็จะมีข้อมูลทูตทหารที่อยู่ในประเทศไทยส่งกลับไปประเทศนั้นๆ ด้วย เขาก็ต้องพิจารณาด้วยเหตุด้วยผลว่าจะเชื่ออันไหน 

พล.อ.ณัฐพล ยังกล่าวถึงการสื่อสารของ ศบ.ทก. ว่า ตนรับข้อตำหนิในส่วนที่ยังมีข้อบกพร่อง วันนี้ (31 ก.ค.) ในที่ประชุม ศบ.ทก. จะพิจารณาว่าจะทำอย่างไรให้ข้อมูลไปถึงประชาชนอย่างบูรณาการ ยอมรับตนเป็นห่วงเรื่องการสื่อสาร ข้อมูลที่สื่อติติงมายินดีรับฟัง ขอเพียงอย่างเดียวอย่าช่วยกัมพูชาโจมตีหน่วยงานที่กำลังทำงานอยู่ ตนเตรียมใจไว้แล้วว่ามาอยู่ตรงนี้ต้องเจอเสียงท้วงติง แต่น้องๆ ที่เป็นข้าราชการประจำอาจไม่คุ้นเคย เกรงจะเสียกำลัง ตนจึงต้องขอกำลังใจจากสื่อมวลชนด้วย ตนมีความคิดจะให้มีการชี้แจงเป็นภาษาไทย ภาษาอังกฤษ และภาษาจีน และยืนยัน ศบ.ทก.เป็นกลไกลของรัฐบาล ที่โซเชียลมีเดียโจมตีว่ารัฐบาลไม่ทำอะไร ความจริงคือเราทำอยู่

เมื่อถามว่า ในส่วนของปราสาทตาควาย ทางกัมพูชาได้ยึดคืนไปหรือไม่ พล.อ.ณัฐพล กล่าวว่า ทางหน่วยบอกว่าควบคุมได้ ตนก็ต้องฟังหน่วยที่รายงานเข้ามา ตอนนี้ข่าวที่ออกกันมา บิดเบือนกันไปกันมาตลอด และเช้าวันเดียวกันนี้ ตนได้รับข่าวที่ดีที่นักกีฬากอล์ฟมือต้นๆ ลำดับโลกของไทย โพสต์ข้อความช่วยกองทัพ ทำให้รู้สึกมีกำลังใจว่าไม่ใช่แค่กองทัพ แต่ทุกภาคส่วนเข้ามาช่วย จึงขอเชิญชวนสื่อมวลชนแสดงความสามารถว่า สื่อมวลชนสามารถตอบโต้กัมพูชาได้ ขอร้องกับสื่อว่าสามารถหาข่าวได้เร็ว ไปถามคนไม่เกี่ยวข้องแล้วมาตำหนิกองทัพตนไม่ว่า แต่เมื่อสื่อได้ข้อมูลจากตน ขอให้เอาข้อเท็จจริงไปชี้แจงตอบโต้ด้วย ทหารไม่ได้ถูกฝึกมาให้ตอบโต้ข่าว สื่อมวลชนมีความสามารถ จึงขอให้แสดงขีดความสามารถให้ประชาชนได้เห็นว่าสามารถตอบโต้กัมพูชาได้อย่างสมน้ำสมเนื้อ โดยตนยินดีที่จะสนับสนุนข้อมูลข้อเท็จจริง

July 31, Government House – General Natthaphon Nakpanich, Deputy Defense Minister and Director of the Thai-Cambodian Border Situation Management Task Force (TCBS), gave an interview ahead of the TCBS meeting, addressing the request made by Cambodian Prime Minister Hun Manet for the return of Cambodian soldiers under Thai custody.

He stated, "We have treated them well – allowed them to shower, brush their teeth, and provided them with food. Those who were injured received medical treatment. The truth is we were preparing to send them back, but after Cambodia accused us of kidnapping them, we had to protect ourselves by conducting interviews with the soldiers and recording their statements. They clearly said they were not kidnapped, but rather detained. Since the news was distorted, we must respond with facts. It may be slow, but it’s more effective in the long run."

He added that Cambodian soldiers, some from outside the area, had strayed into Thai territory during clashes. “We will inform them to come out so we can detain and repatriate them based on humanitarian principles.”

"I apologize if this approach isn’t popular. Despite their actions against us, we continue to uphold humanitarian values. Even if they’ve violated international law, that’s for the global justice system to handle. If we stoop to their level, we’re no better than them. So, I ask for understanding from the public and the media,” said Gen. Natthaphon.

When asked if the absence of clashes the previous night was a good sign, he replied, “Yes, it's an improvement. However, if they bring military attachés into the area and firing resumes, the international community won't accept it.”

Asked whether Thailand could trust Cambodia, he responded, “We trust them to a degree, but we’re not careless. We’ve instructed border forces to remain vigilant until the situation becomes clear.”

Regarding Cambodia bringing military attachés to the An Ma checkpoint, Gen. Natthaphon said he had tasked the army with arranging a visit. Some attachés are not yet ready, and Thailand wants them to go together. Additionally, Thailand must be confident that Cambodia truly ceases fire. “If they brought in attachés, they likely wouldn’t dare shoot, so we’re considering doing the same. But we must ensure everyone’s safety. We guarantee we won’t violate the ceasefire, but we can’t be sure they won’t. If shots are fired while we’re there, we would have to bear responsibility,” he said. Thailand plans to take military attachés into the area on August 1, with over 15 countries initially involved.

When asked if Cambodia’s move to bring military attachés ahead of Thailand gives them an edge in international communications, Gen. Natthaphon said he believes Thailand is not at a disadvantage. “We have the facts. Even though we haven’t taken attachés yet, we’ve held press briefings on Cambodia’s ceasefire violations and sent this information to military attachés in Thailand. Even if some attachés in Cambodia have visited the area, they’ll still receive reports from their counterparts here. They’ll have to assess which account is more credible.”

Gen. Natthaphon also addressed TCBS’s communication strategy, admitting some shortcomings. “Today’s meeting will discuss how to better integrate communication efforts to reach the public. I acknowledge the media's criticism. I’m open to feedback, but ask that you don’t side with Cambodia in attacking our officials who are working hard. I expected to face criticism in this role, but junior officials may not be used to it and could lose morale. That’s why I’m asking the media for support.”

He added he’s considering providing briefings in Thai, English, and Chinese. “TCBS is a government mechanism. Social media might say the government is doing nothing, but in truth, we are working.”

Asked if Cambodia had reclaimed Ta Kwai Temple, Gen. Natthaphon replied, “Our units report that we still control it. There’s been a lot of disinformation circulating. This morning, I received encouraging news: one of Thailand’s top-ranked golfers posted in support of the military, which boosted morale and showed that all sectors are helping, not just the armed forces.”

He concluded by encouraging the media to demonstrate its capability in countering Cambodian narratives. “You’re fast at finding news. It’s fine if you question unrelated people and criticize the military, but once you receive facts from me, please help relay them to counter misinformation. Soldiers aren’t trained to respond to media attacks, but journalists are skilled. I invite you to show the public that you can respond to Cambodia on equal footing. I’m ready to support with verified facts.”
