ไทยแจงคณะทูตนานาชาติ ปมชายแดนไทย-กัมพูชา ปกป้องอธิปไตยอย่างชอบธรรม โต้กลับตามกฎหมายสากล


วันที่ 2 สิงหาคม 2568 กองทัพบก จัดการบรรยายอย่างเป็นทางการ ณ ค่ายสรรพสิทธิประสงค์ จ.อุบลราชธานี โดยมีคณะผู้ช่วยทูตฝ่ายทหารจากนานาประเทศ สื่อมวลชนต่างชาติ และแขกผู้มีเกียรติร่วมรับฟัง เพื่อชี้แจงสถานการณ์ความขัดแย้งที่เกิดขึ้นตลอดแนวชายแดนไทย-กัมพูชา ซึ่งทวีความรุนแรงต่อเนื่องตั้งแต่ต้นปี 2568

ในการบรรยายครั้งนี้ กองทัพไทยเน้นย้ำว่า การกระทำของฝ่ายไทยทั้งหมดอยู่ภายใต้กรอบ “สิทธิในการป้องกันตนเอง” ตามกฎบัตรสหประชาชาติ มาตรา 51 โดยไม่ได้มีเจตนาโจมตีเชิงรุก หรือรุกรานกัมพูชาแต่อย่างใด

ลำดับเหตุการณ์สำคัญ จากการยั่วยุ สู่การยิงพลเรือน ฝ่ายไทยเปิดเผยลำดับเหตุการณ์ที่แสดงถึงพฤติกรรมยั่วยุจากฝ่ายกัมพูชา ดังนี้

13 ก.พ. 68 กัมพูชานำนักท่องเที่ยวเข้าพื้นที่ปราสาทตาเมือนธมเพื่อจัดกิจกรรมปลุกใจ สร้างความตึงเครียด

28 ก.พ. 68 มีการเผา ศาลาตรีมุข ซึ่งเป็นสัญลักษณ์ความร่วมมือระหว่างไทย-กัมพูชา-ลาว

มี.ค.–เม.ย. 68 ทหารกัมพูชาปรับภูมิประเทศและขยายคูติดต่อเข้ามาในเขตแดนไทยเพื่อวัตถุประสงค์ทางทหาร

เม.ย.–พ.ค. 68 มีการเคลื่อนย้ายอาวุธและกำลังพลประชิดชายแดนไทยอย่างมีนัยสำคัญ โดยมีหลักฐานจากการวิเคราะห์ภาพถ่ายดาวเทียมของนักวิจัยออสเตรเลีย

28 พ.ค. 68 เกิดการยิงตอบโต้กันในพื้นที่ “ช่องบก” หลังฝ่ายกัมพูชาเปิดฉากก่อน

เหยื่อทุ่นระเบิด – ขยายความตึงเครียด

ก.ค. 68 ทหารกัมพูชาลักลอบวางทุ่นระเบิดสังหารบุคคล PMN-2 หลายพื้นที่ในเขตไทย ทำให้ทหารไทยสูญเสียขา 2 นาย และบาดเจ็บหลายราย ถือเป็นการละเมิด หลักมนุษยธรรมสากล และ อนุสัญญาออตตาวา ซึ่งกัมพูชาเป็นภาคีเช่นเดียวกับไทย

ยุทธวิธี “โล่มนุษย์” และจงใจโจมตีเป้าหมายพลเรือน

ตั้งแต่ 24 ก.ค. 68 เป็นต้นมา กัมพูชาเริ่มยิงใส่ทหารไทยที่ประจำการ ณ ปราสาทตาเมือนธม โดยใช้อาวุธหนักหลากหลายชนิด ก่อนยกระดับเป็นการใช้ ปืนใหญ่ และ จรวดหลายลำกล้อง BM-21 ยิงใส่เป้าหมายพลเรือนในพื้นที่ห่างแนวชายแดนถึง 30 กิโลเมตร ได้แก่ โรงพยาบาลพนมดงรัก (สุรินทร์) ปั๊มน้ำมัน PTT บ้านผือ และร้านสะดวกซื้อ 7-11 (ศรีสะเกษ) โรงเรียนและบ้านเรือนประชาชนใน จ.สุรินทร์ บุรีรัมย์ ศรีสะเกษ และอุบลราชธานี ส่งผลให้ มีผู้เสียชีวิต 15 ราย (รวมเด็กวัย 8 ปี) และ บาดเจ็บ 36 ราย ประชาชน มากกว่า 150,000 คน ต้องอพยพ

การตอบโต้ของฝ่ายไทย ถูกต้องตามกฎหมายสากล ฝ่ายไทยยืนยันว่าได้ดำเนินการตอบโต้ภายใต้หลัก “ความจำเป็นและความได้สัดส่วน” (Necessity and Proportionality) โดยไม่เคยมุ่งโจมตีเป้าหมายพลเรือน และหลีกเลี่ยงการตอบโต้ในพื้นที่ชุมชนที่ฝ่ายกัมพูชาใช้เป็นฐานยิง ซึ่งเท่ากับการใช้ “โล่มนุษย์” อันเป็นการละเมิด กฎหมายมนุษยธรรมระหว่างประเทศ

ละเมิดหยุดยิง – โดรนลาดตระเวนในเขตไทย แม้มีข้อตกลงหยุดยิงเมื่อ 28 ก.ค. 68 ที่มาเลเซีย ฝ่ายกัมพูชายังคงละเมิดต่อเนื่องในหลายพื้นที่ เช่น ช่องบก จ.อุบลฯ, ผามออีแดง และภูมะค่า จ.ศรีสะเกษ โดยล่าสุดเมื่อ 31 ก.ค. 68 ยังตรวจพบกัมพูชาใช้ โดรนบินล้ำเข้ามาในพื้นที่ตอนในของไทย

ไทยโต้ข้อกล่าวหา – ย้ำ “ไม่เคยใช้ระเบิดเคมี” ไทยตอบโต้ข้อกล่าวหาของกัมพูชาว่าใช้ อาวุธเคมี และ ระเบิด MK-84 ด้วยหลักฐานชัดเจนว่า ภาพ “ระเบิดเคมี” ที่กัมพูชาอ้างถึง เป็น ภาพดับไฟป่าในแคลิฟอร์เนีย ปี 2022 ระเบิดที่อ้างว่าเป็น MK-84 เป็น ระเบิดเก่าสมัยสงครามเวียดนาม ไม่มีความเชื่อมโยงกับปฏิบัติการของกองทัพไทย

ข้อเรียกร้องต่อประชาคมโลก กองทัพไทยเรียกร้องให้ ประชาคมระหว่างประเทศ ตระหนักถึงข้อเท็จจริง สนับสนุนการเจรจาทวิภาคีอย่างตรงไปตรงมา และ ร่วมกดดันให้ฝ่ายกัมพูชาหยุดละเมิดข้อตกลงหยุดยิงและบิดเบือนข้อมูล

ทั้งนี้ ไทยยังเปิดกว้างให้ องค์กรสากล เช่น ICRC และ UNHCR เข้ามาตรวจสอบการควบคุมตัวทหารกัมพูชา ตามหลักอนุสัญญาเจนีวา เพื่อสร้างความโปร่งใสและยืนยันว่า ไทยปฏิบัติตามหลักสิทธิมนุษยชนอย่างเคร่งครัด

บทสรุปกองทัพไทยย้ำว่า การปะทะทั้งหมดมีจุดเริ่มต้นจากฝ่ายกัมพูชา และการตอบโต้ของไทยเป็นเพียงการ ปกป้องอธิปไตย ปกป้องประชาชน และปฏิบัติตามกรอบกฎหมายระหว่างประเทศ อย่างครบถ้วน

Thailand Briefs International Military Attachés on Thai-Cambodian Border Tensions: Asserts Legitimate Defense of Sovereignty, Rebuttals in Line with International Law

August 2, 2025 – The Royal Thai Army held an official briefing at Suraphrasit Camp in Ubon Ratchathani Province for foreign military attachés, international media, and distinguished guests. The purpose was to clarify the escalating conflict along the Thai-Cambodian border, which has intensified since early 2025.

Thailand’s Actions Within Legal Right to Self-Defense

During the briefing, the Thai military stressed that all of Thailand’s actions have been conducted under the framework of the right to self-defense as stipulated in Article 51 of the UN Charter, with no intent of launching offensive operations or invading Cambodia.

Timeline of Escalation: Cambodian Provocations and Attacks

The Thai side presented a chronological account of provocations and hostile actions by Cambodian forces:

  • Feb 13, 2025: Cambodia brought tourists into the Ta Muen Thom temple area to conduct morale-boosting activities, escalating tensions.

  • Feb 28, 2025: The Trimuk Pavilion — a symbol of cooperation among Thailand, Cambodia, and Laos — was set on fire.

  • March–April 2025: Cambodian troops altered terrain and extended trenches into Thai territory for military purposes.

  • April–May 2025: Significant movements of troops and weapons near the Thai border, corroborated by Australian satellite imagery analysis.

  • May 28, 2025: Skirmish broke out at “Chong Bok” after Cambodian troops initiated gunfire.

Landmines and Escalation of Tensions

In July 2025, Cambodian forces illegally planted PMN-2 anti-personnel mines in multiple areas inside Thai territory. Two Thai soldiers lost legs and several others were injured. This act violates international humanitarian law and the Ottawa Convention, to which both countries are signatories.

Use of Human Shields and Deliberate Attacks on Civilians

Since July 24, 2025, Cambodia has launched attacks on Thai soldiers stationed at Ta Muen Thom temple using various heavy weapons, eventually escalating to the use of BM-21 multiple rocket launchers targeting civilian areas up to 30 kilometers from the border. Civilian targets included:

  • Phanom Dong Rak Hospital (Surin)

  • PTT gas station in Ban Phue

  • 7-Eleven store (Sisaket)

  • Schools and residential areas in Surin, Buriram, Sisaket, and Ubon Ratchathani.

The attacks resulted in 15 civilian deaths (including an 8-year-old child) and 36 injuries, with over 150,000 people displaced.

Thai Response: Legal, Proportionate, and Humanitarian

Thailand affirmed that its response has been guided by the principles of necessity and proportionality under international law. Thai forces have never targeted civilian areas and have actively avoided retaliating near communities used by Cambodia as firing bases, amounting to the use of human shields, which is a serious violation of international humanitarian law.

Ceasefire Violations and Drone Incursions

Despite a ceasefire agreement signed on July 28, 2025, in Malaysia, Cambodian violations have continued in areas such as Chong Bok (Ubon Ratchathani), Pha Mo I Daeng, and Phu Makha (Sisaket). Most recently, on July 31, Cambodian drones were detected flying deep into Thai airspace.

Rebutting Allegations: No Chemical Weapons Used

Thailand rejected Cambodian allegations that it used chemical weapons and MK-84 bombs, providing clear evidence that the alleged “chemical attack images” were actually photos from a 2022 wildfire in California. The MK-84 bomb shown was an old, inactive remnant from the Vietnam War, unrelated to any Thai military operation.

Call to the International Community

The Thai military urged the international community to recognize the facts, support direct bilateral negotiations, and pressure Cambodia to respect the ceasefire and stop spreading misinformation.

Thailand also welcomed inspection by international organizations such as the ICRC and UNHCR to review the detention of Cambodian soldiers, in accordance with the Geneva Conventions, as a commitment to transparency and human rights.

Conclusion

The Thai military emphasized that the conflict was initiated by Cambodia, and Thailand’s actions were strictly in defense of its sovereignty, people, and in full compliance with international law.
