ทบ.ประจาน ‘เขมร’ ต่อสายตา ‘ทูตนานาชาติ’ ลงพื้นที่ดูความเสียหาย เหตุ ‘กัมพูชา’ ยิงอาวุธระยะไกลใส่ ‘พื้นที่พลเรือน’ ฝ่ายไทย ห่างจุดปะทะ 30 กม. ชี้ใช้อาวุธเกินขอบเขตกฎหมายสากล

วันที่ 1 ส.ค. 68 พล.ต.วินธัย สุวารี โฆษกกองทัพบกเปิดเผยสรุปกิจกรรมในวันนี้ ว่าสืบเนื่องมาจากการยิง ของฝ่ายกัมพูชา มากระทบในพื้นที่ของพลเรือนโดยเฉพาะอย่างยิ่งในพื้นที่ที่ไม่ได้เกี่ยวข้องกับพื้นที่ทางการรบซึ่งทั้งหมดนี้ผิด ในเรื่องของกติกาสากล รวมถึงสิ่งที่สำคัญที่สุดก็คือกระทบกับหลักสิทธิมนุษยชน ซึ่งใน 3 จุด ที่พาไปลงพื้นที่นั้นในจุดแรก คือ ปั๊มน้ำมันที่จะต้องให้เห็นสภาพพื้นที่จริง เพราะว่าปั๊มน้ำมันนั้นอยู่ห่างจากแนวชายแดน หรือห่างจากแนวที่มีการใช้กำลังทางทหารไกลถึง 30 กิโลเมตรก็ได้เห็นแล้วจุดแรก 

ส่วนจุดที่ 2 คือส่วนของสถานพยาบาลซึ่งมีความสำคัญมากในกฎหมายสากลขาดพยาบาลก็ได้รับผลกระทบเพียงแต่ว่าการบริหารจัดการของพื้นที่ส่วนหลังระหว่างฝ่ายทหารและฝ่ายปกครองและฝ่ายมหาดไทยและส่วนราชการที่เกี่ยวข้องนั้น ได้มีการจัดการอพยพไปก่อนแล้วจึงไม่มีผู้ได้รับบาดเจ็บและเสียชีวิต

สำหรับจุดที่ 3 ที่แห่งนี้มีผลกระทบเช่นเดียวกันกับการใช้อาวุธของทางฝั่งกัมพูชาทำให้เกิดผู้ได้รับผลกระทบเป็นวงกว้างเกินกว่าที่ควรจะเป็นเพราะการใช้อาวุธนั้นเกินขอบเขตตามที่กฎหมายสากลระบุไว้คือเกินกว่าในช่วงที่กฎหมายกำหนดไว้ใช้เกินความจำเป็น ที่ควรจำเป็นต้องพยายามที่จะบริหารสถานการณ์ในพื้นที่ส่วนหลังให้ได้อย่างดีที่สุดไม่ว่าจะเป็นทั้งส่วนของทหารกระทรวงมหาดไทยเองก็ได้ดำเนินการบริหารจัดการอย่างดีที่สุดทั้งนี้ทั้งนั้นก็เพื่อให้พี่น้องสื่อมวลชนโดยเฉพาะสื่อต่างชาติได้เป็นกระบอกเสียงเผยแพร่ข้อเท็จจริงไปยังประชาคมโลกให้รับรู้ว่าไทยเป็นผู้ถูกกระทำ

Royal Thai Army Exposes Cambodian Violations to International Diplomats — Insists Civilian Areas Hit by Long-Range Weapons, 30 km from Conflict Zone

August 1, 2025 — Ubon Ratchathani, Thailand:
Royal Thai Army spokesman Maj. Gen. Winthai Suvaree today briefed international military attachés and media representatives during a field inspection of civilian areas affected by recent cross-border violence. The visit was aimed at showing first-hand evidence of Cambodia’s long-range attacks targeting non-combat zones deep inside Thai territory — in clear violation of international law and humanitarian principles.

Three key sites were shown to the diplomatic delegation:

1. A civilian gas station located more than 30 kilometers from the military engagement zone. The site had been directly struck by Cambodian artillery, despite being completely outside the area of combat operations.

2. A local medical facility, which suffered damage from the attacks. Although casualties were avoided due to pre-emptive evacuations by Thai authorities, the Army emphasized that targeting healthcare infrastructure is a serious breach of international humanitarian law.

3. A broader civilian area, where homes, infrastructure, and public services were affected. The Army reiterated that Cambodia's use of weapons was disproportionate and indiscriminate, causing widespread harm far beyond the battlefield.

Maj. Gen. Winthai underscored that Thailand had strictly followed international rules of engagement, using force only in self-defense and limiting responses to military targets near the border.

“This is not just about military confrontation,” said Winthai. “It’s about the indiscriminate use of force against civilians, the violation of human rights, and the spread of misinformation by the Cambodian side. We call on the international community to see the facts with their own eyes.”

The Royal Thai Army also emphasized that media—especially foreign outlets—play a key role in conveying the truth to the global audience. “Thailand is not the aggressor,” Winthai concluded. “We are the victim of unjustified attacks.”
