UN เรียกร้องไทย-กัมพูชา เคารพข้อตกลงหยุดยิงอย่างจริงจัง คุ้มครองพลเรือน

วันที่ 30 กรกฎาคม โวลเกอร์ เติร์ก ข้าหลวงใหญ่สิทธิมนุษยชนแห่งสหประชาชาติ เรียกร้องให้ประเทศไทยและกัมพูชาคุ้มครองประชาชนจากความสูญเสียที่อาจเกิดขึ้นอีก โดยให้เคารพและปฏิบัติตามข้อตกลงหยุดยิงที่ได้บรรลุเมื่อวันจันทร์ที่ผ่านมาอย่างเต็มที่ พร้อมเน้นย้ำถึงความจำเป็นในการดำเนินการอย่างเร่งด่วนเพื่อสร้างความเชื่อมั่นและสันติภาพ

“ในช่วงเวลาที่โลกกำลังเผชิญกับความขัดแย้งและวิกฤตที่ทวีความรุนแรงขึ้น ผมขอแสดงความยินดีอย่างที่สุดต่อการบรรลุข้อตกลงหยุดยิงระหว่างประเทศไทยกับกัมพูชา โดยมีบทบาทสำคัญของมาเลเซียในฐานะประธานอาเซียน” เติร์กกล่าว

“ข้อตกลงอันสำคัญนี้จะต้องได้รับการเคารพโดยสุจริตจากทั้งสองฝ่าย ขณะที่ความพยายามทางการทูตยังคงดำเนินต่อไปเพื่อคลี่คลายสาเหตุของความขัดแย้ง”

ข้าหลวงใหญ่ฯ กล่าวเพิ่มเติมว่า ทั้งสองประเทศควรเดินหน้าฟื้นฟูความมั่นคงตามแนวชายแดน และให้การเยียวยาแก่ผู้ที่ได้รับผลกระทบจากความรุนแรงและการพลัดถิ่น ตามมาตรฐานและกฎหมายสิทธิมนุษยชนและมนุษยธรรมระหว่างประเทศ รายงานระบุว่ามีผู้พลัดถิ่นมากกว่า 180,000 คนในฝั่งไทย และอีก 168,946 คนในฝั่งกัมพูชา

“ในสถานการณ์ที่ตึงเครียดเช่นนี้ สิ่งสำคัญคือทางการไทยและกัมพูชาต้องดำเนินการเพื่อฟื้นฟูความเชื่อมั่น ลดถ้อยคำที่บ่อนทำลายหรือสร้างความเกลียดชัง และจัดการกับข้อมูลเท็จ โดยยึดตามหลักสิทธิมนุษยชนระหว่างประเทศ” เตอร์กกล่าว

“รัฐบาลทั้งสองประเทศมีหน้าที่ในการให้ความปลอดภัยและคุ้มครองพลเมืองของแต่ละประเทศในดินแดนของตน”

UN Urges Thailand and Cambodia to Fully Respect Ceasefire and Protect Civilians

30 July – United Nations High Commissioner for Human Rights Volker Türk called on Thailand and Cambodia to protect civilians from further harm by fully respecting and implementing the ceasefire agreement reached on Monday. He also stressed the urgent need for action to build trust and restore peace.

“At a time when the world is facing escalating conflicts and crises, I warmly welcome the ceasefire agreement between Thailand and Cambodia, with Malaysia playing a key role as ASEAN Chair,” Türk stated.

“This important agreement must be honored in good faith by both sides, while diplomatic efforts continue to address the root causes of the conflict.”

The High Commissioner further noted that both countries should move forward in restoring security along the border and provide remedies for those affected by violence and displacement, in accordance with international human rights and humanitarian law. Reports indicate that more than 180,000 people have been displaced in Thailand, and 168,946 in Cambodia.

“In such a tense situation, it is crucial that Thai and Cambodian authorities take steps to rebuild trust, tone down inflammatory or hateful rhetoric, and tackle disinformation — all in line with international human rights standards,” Türk said.

“The governments of both countries have a duty to ensure the safety and protection of their citizens within their respective territories,” he concluded.
