วันที่ 30 ก.ค. 2568 แถลงการณ์ของกระทรวงการต่างประเทศและความร่วมมือระหว่างประเทศแห่งราชอาณาจักรกัมพูชา เรื่อง การปฏิเสธข้อกล่าวหาของไทยว่าละเมิดข้อตกลงหยุดยิง

รัฐบาลราชอาณาจักรกัมพูชาขอแสดงความขอบคุณอย่างจริงใจต่อรัฐบาลมาเลเซียและสหรัฐอเมริกา สำหรับบทบาทสำคัญในการร่วมจัดการประชุมพิเศษที่จัดขึ้นที่เมืองปุตราจายา เมื่อวันที่ 28 กรกฎาคม 2025 เพื่อหารือสถานการณ์ปัจจุบันระหว่างกัมพูชาและไทย กัมพูชายังให้ความสำคัญกับการมีส่วนร่วมอย่างแข็งขันของสาธารณรัฐประชาชนจีน ซึ่งมีบทบาทในการสนับสนุนกระบวนการเจรจา

ในฐานะประเทศที่ยึดมั่นในสันติภาพ กัมพูชาขอยืนยันอย่างหนักแน่นถึงความมุ่งมั่นอย่างแน่วแน่และมั่นคงต่อการดำเนินการตามข้อตกลงหยุดยิงที่ได้ลงนามระหว่างกัมพูชาและไทยเมื่อวันที่ 28 กรกฎาคม 2025 ณ เมืองปุตราจายา ประเทศมาเลเซีย โดยการยืนหยัดของกัมพูชาในการรักษาการหยุดยิงนี้เป็นไปอย่างแน่วแน่และถาวร ในทุกช่วงเวลา กองกำลังติดอาวุธของกัมพูชาไม่เคยมีส่วนเกี่ยวข้องกับการกระทำใด ๆ ที่อาจตีความว่าเป็นการละเมิดข้อตกลงหยุดยิง ซึ่งขัดแย้งกับข้อกล่าวหาอันเป็นเท็จที่ปรากฏในแถลงการณ์อย่างเป็นทางการของรัฐบาลไทยเมื่อวันที่ 29 กรกฎาคม 2025

รัฐบาลราชอาณาจักรกัมพูชาขอปฏิเสธอย่างแข็งกร้าวต่อข้อกล่าวหาที่บิดเบือนและไม่มีมูล ซึ่งบิดเบือนข้อเท็จจริงในพื้นที่และเป็นภัยต่อกระบวนการสันติภาพที่เปราะบาง กัมพูชาขอยืนยันอีกครั้งว่าไม่มีเจตนาใด ๆ ทั้งในปัจจุบันและอนาคตที่จะละเมิดข้อตกลงหยุดยิง เป้าหมายหลักของเราคือการทำให้สันติภาพไม่เพียงแต่เกิดขึ้น แต่ต้องคงอยู่ เพื่อประโยชน์ของทั้งสองชาติและความมั่นคงของทั้งภูมิภาค

ในเรื่องนี้ รัฐบาลกัมพูชาขอแสดงความขอบคุณอย่างลึกซึ้งต่อมาเลเซีย ในฐานะประธานอาเซียนหมุนเวียน สำหรับการส่งคณะผู้แทนนำโดยผู้บัญชาการทหารสูงสุดของมาเลเซีย ไปยังไทยและกัมพูชาอย่างเร่งด่วนตั้งแต่ช่วงเช้ามืดของวันที่ 29 กรกฎาคม 2025 เพื่อหารือเกี่ยวกับกลไกการดำเนินงาน รายงาน และการตรวจสอบข้อตกลงหยุดยิงโดยละเอียด กัมพูชาหวังเป็นอย่างยิ่งว่าจะมีการจัดตั้งทีมผู้สังเกตการณ์กลางขึ้นอย่างรวดเร็ว เพื่อทำหน้าที่ตรวจสอบ รับรอง และส่งเสริมการปฏิบัติตามข้อตกลงหยุดยิงอย่างมีประสิทธิภาพ ตามที่ระบุไว้ในแถลงการณ์ร่วมของที่ประชุมพิเศษเมื่อวันที่ 28 กรกฎาคม 2025 ที่เมืองปุตราจายา เพื่อส่งเสริมความโปร่งใสและความรับผิดชอบ

รัฐบาลราชอาณาจักรกัมพูชายืนยันอีกครั้งถึงความมุ่งมั่นอย่างไม่เปลี่ยนแปลงต่อหลักการของกฎหมายระหว่างประเทศ การแก้ไขข้อพิพาทอย่างสันติ และจิตวิญญาณของความร่วมมือพหุภาคี กัมพูชายังคงมุ่งมั่นอย่างเต็มที่ที่จะมีปฏิสัมพันธ์กับประเทศไทยอย่างสร้างสรรค์ เพื่อให้บรรลุทางออกที่เป็นธรรม ยั่งยืน และสงบสุขต่อสถานการณ์ปัจจุบัน ซึ่งเคารพในอธิปไตย ความสมบูรณ์แห่งดินแดน และศักดิ์ศรีร่วมกันของทั้งสองชาติ

July 30, 2025 — The Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia issued an official statement rejecting Thailand’s accusation that Cambodia violated the recently agreed-upon ceasefire.

The Cambodian government expressed its sincere gratitude to the governments of Malaysia and the United States for their significant roles in convening the special meeting held in Putrajaya on July 28, 2025, aimed at addressing the ongoing situation between Cambodia and Thailand. Cambodia also acknowledged the active participation of the People’s Republic of China, which has played a supportive role in the peace dialogue.

As a peace-oriented nation, Cambodia firmly reaffirmed its unwavering commitment to the ceasefire agreement signed with Thailand on July 28, 2025, in Putrajaya. Cambodian armed forces have not engaged in any actions that could be construed as violations of the ceasefire, countering what it described as false and baseless allegations made in Thailand’s official statement issued on July 29, 2025.

The Cambodian government strongly denied these misrepresentations, calling them unfounded distortions of on-ground realities that jeopardize a fragile peace process. Cambodia reiterated that it harbors no intention—present or future—of violating the ceasefire, emphasizing that its primary objective is to achieve and sustain peace for the benefit of both nations and the region as a whole.

In this regard, Cambodia extended deep appreciation to Malaysia, in its role as the rotating ASEAN chair, for urgently deploying a delegation led by the Chief of Defence Forces of Malaysia to Thailand and Cambodia on the early morning of July 29. The mission’s objective is to establish operational mechanisms for monitoring and verifying ceasefire compliance. Cambodia expressed hope for the prompt formation of a neutral observer team to ensure effective enforcement of the ceasefire agreement, as outlined in the joint statement from the July 28 meeting in Putrajaya—promoting transparency and accountability.

The Cambodian government reaffirmed its unshakable commitment to international law, peaceful dispute resolution, and the spirit of multilateral cooperation. Cambodia remains fully committed to engaging with Thailand in a constructive dialogue aimed at achieving a fair, lasting, and peaceful resolution to the current situation—one that upholds the sovereignty, territorial integrity, and mutual dignity of both nations.
